Failed Policies of Joe Buscaino as CD15 Issues Show Multiple ADA Violations on City Streets

The following is an email sent today detailing Americans With Disabilities Act violations by the city of Los Angeles. In the district represented by Joe Buscaino, Maxine Waters and Kamala Harris.

Well misrepresented is a better description.

This email was sent to each of the above listed. And the information speaks included speaks for itself.


big thanks to whomever worked on getting the area around Paddy O’s cleaned up yesterday. The Western Avenue side of the property and the parking lot were professionally made over, and the sidewalk is now free of debris. A huge accomplishment for the residents that must walk around that property. It would be great if the owner could gate off that Western Avenue portion of that property. That part of the property is where illegal dumpers put all kinds of items and gating there would prevent that practice from happening in the future.

And thanks to whoever set up the ‘Grab & Go’ food distribution event at the Boys & Girls Club on Del Amo and Denker. They were lined up yesterday and that effort unfortunately is needed in this neighborhood.

Today I will be looping in Hamilton Cloud who works with Congresswoman Maxine Waters and Heather Hutt who is the region rep for Senator Kamala Harris. It is time to take our needs in Council District 15 to the next level. As there will be more emails coming in your direction about the lack of basic services in this area. I feel confident to say that as a resident of this city for 15 years I have never seen a portion of this city ignored by our representatives including your boss for basic city services. I have lived in Hollywood, in the Marina and in Koreatown. Every street that I lived on had weekly street cleaning.

This area does not except for one street, 205th street. Which logically makes no sense. But that issue I will table for a future email.

The issue that I will entertain today is one that is disturbing to me as the images will show. And we are asking for an immediate resolution as the city of Los Angeles is in violation of Title II of the Americans with Disabilities Act. And that is providing handicapped curb ramps on city streets. I quote from the U.S. Department of Justice, Civil Rights Division, Disability Rights Section the following:

“Title II of the ADA requires State and local governments to make their programs and services accessible to persons with disabilities. This requirement extends not only to physical access at government facilities, programs, and events -- but also to policy changes that governmental entities must make to ensure that all people with disabilities can take part in, and benefit from, the programs and services of State and local governments. In addition, governmental entities must ensure effective communication -- including the provision of necessary auxiliary aids and services -- so that individuals with disabilities can participate in civic life.”

On the following blocks lining Harvard Boulevard from Del Amo to Torrance Boulevard there are no handicapped ramps or construction on ramps had been started and stopped.

· 2 – 204th street and Harvard

· 3 – 206th street and Harvard

· 4 – 207th and Harvard

· 5 – 208th and Harvard

· 6 – 209th and Harvard

· 7 – Harvard and Torrance

Each of these intersections are in non-compliance with ADA requirements. Now this is what I find deeply disturbing. As in immoral to members of this community. The images below:

This is a handicapped ramp started and unfinished at Harvard and Torrance.

This is another at 208 and Harvard.

This is my favorite. “Let us just start construction on these and then stop and leave it,” as imaged above. Never have I seen simple stupidity in these images left by this city. And this State. 5th largest economy on the planet and this is how its residents are treated.

Every elected official in this thread should be ashamed.

This needs to be resolved immediately. Or I will be reaching out to the Civil Rights Division of the Department of Justice to file an official complaint. And then all hell will break loose. My preference is to keep this local and I just cringe when I hover over “Send” to push this past 90501. But this is a horrific display of lack of services to this community.

As you can tell my blood pressure rises when seeing this. And it rises even more when I note the racial makeup of this area in comparison to the other communities that I have lived. This would not happen in Hollywood. This would not happen in the Marina. This would not happen in Koreatown.

This is happening here because the racial makeup here is mostly Hispanic and African American. And 10% to 20% Caucasian. So yeah, I am playing the race card here because we all know it is true. And shame on Maxine Waters and Kamala Harris for allowing this to happen in a community of color.

So, we are now demanding solutions. And immediate construction of these handicapped ramps. I await your response.
